Yup, it's seafood congee with sea urchin and scallops.
They de-shell and clean the sea urchins for you at the farmers market, so I didn't have to do any of that.

It's definitely salty like the sea (the same way oysters are salty). It's basically the reproductive organs of the sea urchin, so it has a slight fish egg like feel and flavor to it.
The last two I got from this place has had a bit of sweetness to it.
Avoid the red stuff though (which they usually wash off, but bits and pieces may be left behind), those taste nasty.
Or come to San Diego on a weekend, and I can take you to a farmers market that has them (Tuesday afternoons work too, other than that I'm usually working).
