In fact, in general I don't think car people can live in Singapore, unless they are filthy rich.
The problem with Singapore is that it's so small they cannot afford to have too many cars on the road without the roads getting ridiculously congested. So the government incurs ridiculous import taxes, and other fees for car ownership (doesn't the certificate of entitlement cost about the same as a small car?). They'd rather have everone take public transportation.
They do have very good public transportation though.
Also, I don't think I can live in Singapore because there are too many Singaporeans there.
