They tried that crap with my other car when I took it in for my scheduled 10,000 mile service. $5.00 for windshield fluid. I knew from previous experience that they did this so I filled the reservoir to max. When I told the service rep this he said, "Oh, we flushed yours out and filled it with genuine manufacturer windshield washer fluid."

Needless to say I didn't pay for the fluid nor will I be returning to said dealer for my next service.
