Everyone makes their moves at the same time. So if you are warring with someone, it matters when you move your pieces. This can actually be an advantage for the defender, who can move his pieces into a city to defend while the battle is going on.
Once everyone hits done, then the next turn begins. You can set a time limit for each turn or leave it as unlimited. I like to keep the Civ4 window in windowed mode, and we could whore on the side while we wait.
They didn't have Korea for the original, but they will have it for the expansion (Wang Kon).
