uhh actually its because baby formula is one of the most often stolen products from a grocery store....thats why its locked up or behind counter at many stores..

tobacco is also kept behind a counter or locked up at most stores...

hence them being in the same place.

Maybe that's the case in Texas, but here in NC our babies and expecting mothers are encouraged to help the tobacco industry by smoking or chewing as much as possible.
