It's called Children's Pool Beach, because it's supposedly for children. But seals and sea lions started mating there, so at some point nobody's allowed on the beach because they didn't want to scare the pregnant seals. Then the courts decided it's illegal to prevent people from going there because it's a public beach, so now it's legal to go there.

So I guess technically, at this time, and until the laws change again, children are allowed on the beach.
