I'm saying yes it is a feature of FB. It's a nice feature to be honest, for example when the shooting in Vegas happened, I had several friends mark themselves safe since they live there and like country music, so it would be reasonable to have wondered if they were there and if so, safe. But it seems like the usage threshold is pretty low. I think I saw 6 or 7 friends mark themselves safe and none of them have ever ridden a train.
