I'm pretty sure you're right... it is however an avenue to 'brand' loyalty. Satisfied customers may be inclined to give gift cards from their preferred stores to coworkers, clients, etc.

I'm in agreeance ...just not sure I buy the numbers over proposed increase in said loyalty over our already existing gift certificate (paper or e-tronic) program?

If you already have gift certs, outsourced gift cards don't seem to add any value... especially for single-front stores. Gift cards only add value for chains, really.
