I've heard that from other people as well. I'm all about HOA's. When I was house hunting, that was one of the things I was looking for as I didn't want to live in a neighborhood where people could just let their house go. When you buy a house with an HOA, you sign a document stating you will abide by the CCandR's and pay the required fees ($240 a year for my neighborhood.) If those people didn't like it, they should have bought somewhere else.
