the fancy federal term for what we in California call the Soluble Threshold Concentration Limit (STLC), the remediation threshold for the maximum soluble concentration of any of 17 toxic heavy metals, such as chromium or lead. God damn feds!

Depends on the toxic heavy metal in question. 5.0 parts per million (ppm) for soluble lead vs. 1000 ppm for total lead, which boggles my mind. However, lately my mind has been easily boggled.
