We apologize for the confusion. When an order is finalized on our site, you are taken to a delivery information page of the shopping cart. Right above the shipping method information is the following statement;

"If you have ordered an oversized or FOB item, or have requested delivery outside of the continental US, you will incur additional shipping charges than those that appear here. You will be emailed separate from your order acknowledgment your final order total."

We will hold the order for you, and wait for your instructions.

Hi Carol,

The rulers you mention are small enough to go in a global priority special rate envelope. The merchandise you ordered from us is not. For the safety of the shipments all international orders ship in double corrugated boxes to assure safe arrival!

We gather our shipping rates from the U.S. postal services international postage calculator. We DO NOT add additional handling costs and bill what the post office charges us based on weight.
