if their IP is banned though they can't just make another account.. its their IP and not their account thats banned.

For people on static accounts, true. Based on IP tracking of people, fewer than 1/10 of users are on static accounts. It's especially troublesome when you get AOL users because they all go through proxy servers. There are IPs in our system with 40 or 50 people coming from the same proxy.

hmm.... well at least its a hassell to go through the whole process and if they don't how to get around it... then they are screwed.. and even if they use another computer.. they still can't use their home computer which makes it more of a pain in the arse to do.
