i think for inspection, if you arent getting a CEL, then when they hook up the ODB-II scanner it will read that you are fine. They might see your test pipe and fail you , or they might not care. i think it depends on the place.

if your check engine light isnt on then the ECU thinks there is nothing wrong and the ODB-II scanner wont pick it up

Re-post of my reply from a TP thread in DelVal a while ago:

Also, that "no CEL = good for/passed inspection" couldn't be any more misleading. If the people doing the inspection don't bother checking the ECU because there's no CEL, then you're lucky. That's it. There are parameters in the OBD system that add up to a "green flag" for a good inspection. To achieve said "green flag" you need to drive the car a certain amount of time for it to complete various checks and give the OK. A good OBD scanner can tell you if your ECU has reached this "inspection-ready" state.

So if you unhook your battery before going for an inspection and they hook up to the OBD port, they'll probably fail you for the computer saying it hasn't completed all its tests. I'd imagine with a test pipe that trips the P0134 code, you'll never reach a point of completing the diagnostics AND not having the CEL trip. I also believe clearing any OBD codes (the proper way, with a scanner) also resets the progress of those diagnostics the inspectors would be looking for.

But in the end, if your car is in a state where it would be rejected, incompetent inspectors are your best hope. I find it a huge stroke of luck for someone passing with a test pipe on.
Now, you don't have an 06+, so you probably don't have problems tripping CEL's all the damn time. The only thing I'd be worried about is the test pipe smell. You can't hide that, and I can't imagine an inspector not noticing it.

If you clear the code, then the emissions monitors will reset (as said above). You need to put some miles on the car (~50 would be safe) in order for the monitors to reset. Make sure you have >1/4 tank of gas and cold start the car at least once, a couple of the monitors depend on those conditions.

If you're that worried, swap the cat a day ahead (today), get tested tomorrow, then swap it back. It's only 6 bolts and takes less than half an hour.
