If it has headlights, brake lights and seatbelts- it's legal. No emissions, no inspections. Traffic laws are normal. They are currently trying to pass a law that makes it illegal to drive below the speed limit in the left lane. I really hope it passes, but I don't see it happening. What part of Florida are you moving to?
I completely agree with takeshi. The drivers are far worse than being harassed by police here, particularly where I live in hillsborough county. Just don't drive around like an asshole everywhere you go, and you should be fine. I've yet to be harassed about my test pipe or exhaust (and I have the hks hi-power, which is pretty damn loud).
There's a ton of rules...
It's illegal to remove emissions equipment
It's illegal to modify your car to make it louder
It's illegal to have colored or flashing lights (especially blue)
It's illegal to have too dark a window tint
It's illegal too have your car too low (or raised too high, for that matter)
It's illegal to play your stereo too loudly
The list goes on and on...
Okay, so most of us have probably broken at least half of these rules at one point or another. Like traffic laws, enforcement is at the discretion of the officer. I've never had an issue in Broward county.
A lot of your results will be based on what you and your car look like, how you address the officer, your driving record, and what you were doing that drew the officer's attention. If you're a disrespectful punk who was driving like an a$$hat, expect to have the book thrown at you.
A riced out car with a big wing, pulled fenders, and wheels that don't fit, scraping the ground is going to draw a lot more attention that a clean, tastefully modded car.
Some jurisdictions are definitely stricter than others. I know a guy that's been pulled over twice in west palm for having tint that's too dark in his Lexus - and he's a 60 year old attorney. Go figure.

Well, I have rolled fenders and 19s on my car, and still haven't been harassed in Tampa! (of course, the car is pretty clean and not slammed, so maybe that helps). Okay, so I did get pulled for a seatbelt once, but instead of writing me a ticket the cop proceeded to ask me how much I paid for my car, if the top worked well, if I enjoyed it, etc.
He DID notice my state health department badge, so maybe that's what saved me from the ticket.
EDIT: it's also worth noting that I work within about 20 meters of a police station, and live in a dui/speed trap HOTSPOT, so sharing the road with the police is an everyday thing for me. Even with my wheels, exhaust, tint, etc, I never seem to grab their attention around here. Again, though, I don't redline all around town, and try to save my vtec'ing for the interstate.

Orlando was getting pretty bad for awhile with profiling civics and interferes but I didn't own my S when I was home. I did have a 00 civic si that I got pulle over in a commercial area and he said he did so because the #1 complaint from residence was load exhaust. I was in 4th below 4k and a legal exhaust. And he got me for tint as well but usually in FL they aren't to bad about tint. It's the damn teenagers in Florida with jacked up civics driving stupid everywhere they go. When I was 16 it wasn't as bad as it is now.

If coming to Orlando, don't forget that red lights are merely suggestions here. Look both ways at the intersection or prepare for t bone.
