It's a little bit of both. The women were forced to do it at a young age (6 or 7), so it wasn't voluntary. The govertment at one time (in the 1300's or something) put a ban on it but it only lasted a few years, so they encouraged it most of the time. Allowing it to happen is almost as bad as mandating it.

Either way, it was barbaric and it pisses me off just thinking about it.
