I'm an idiot
So tonight I can home and left my top down while I was home knowing I was just going to be leaving again in a couple of hours. During that time in started pouring rain. It rained for at least 15 min before I realized all that was happening. Needless to say after I put the top up I stood in the rain for another 15 minutes cursing whatever I could. Tomorrow is going to be fun...
Well I cleaned up the mess today and am thankful to say it wasn't that bad. Evidently the rain was coming down at an angle torwards the windshield so not much water actually got in the carpet. I did pull the seats and center console as well as took a shop vac to the carpet. There may be a slight smell but after a week or so it should go away. All electrics work still so I got really lucky.
? the electric parts of this car are covered by an obscure windshield and it would take massive wind force in exactly one direction for it to seep into the dash vents? Just curious why he wouldn't be able to start the car?
Speaking from experiance, make sure you leave the windows cracked for ventilation as much as you can. if not you will end up with mildew or even worse mold. It's a total p.i.t.a. to get rid of. Hopefully you have a garage/carport to do this in.

Had a similar situation happen to me recently. I would suggest finding a liquid type of carpet or air freshener. Dilute it and spray on the carpet while it is still wet. Let it soak in and then attempt to vacuum. Waiting for it to completely dry and then tackling the smell didn't work as well for me.
Leaving the windows down (slightly) in direct sunlight is a good and safe way to start the process. But, pulling the seats and leaving the top open in direct sunlight worked best for me (of course being careful it doesn't rain again ... which also happened to me
.) Also, a good fan blowing across it speeds up the process.
Pull back the panels near the dash (radio door, instrument bezel, ect) to get an idea of how wet the dash got and how much water may still be in there.
