its been years since I have seen this but it was done by two guys using home PC's and several programs.
they had a whole write-up done about them and all the stuff they did to accomplish this movie on their own.
IIRC, they both now work at either ILM, or dreamworks or some other beefy effects studio

stuff like the old lady were filmed entirely in their driveway and all the windows and things you see moving in them were inserted digitally.
the empty highway was accomplished digitally as well after they took hours of base footage they put together composites of the highway without cars to use in the final product.
amazing work from two people done a number of years ago.
