In today's civilized and advanced world, yes. I understand that there was a time when 13 and 14 year olds were being married off and having children but in those times, life was harder, people were lucky to even live to the age of 30 and children had to be adults early. We have evolved as a species and as a culture much since then.

I read the full article about the situation the other day and the poor "father" doesn't even comprehend yet what has happened and that's what his own parents said!
