Okay, one more update...
The insurance has paid up; the excess funds are in the bank and ready to spend on the new exhaust. Missouri safety inspection passed. Missouri emissions test passed. Plan to pay for the license plate on Tuesday this week.

Does anyone have a "my front license plate holder is on back-order" friend? Is there a trick to installing the plugs in the front bumper?

Yeah I could use one of those friends also. What a wonderful day to paint calipers this was
Did they start your car at the emissions test ? did not start mine I guess, if obd2 is happy then the state is happy

I'll see what I can do. Plugs are easy to install. Be sure to pinch in all three sides of each of the two prongs of the plug in as you install. If one of the sides bends, the plug will not sit flush.

Maybe I got the wrong plugs, or the holes in the front bumper are bigger on a MY02 (?). Seems like additional hardware is needed for the plugs I have. Guess some super glue might work...

I believe that the plug size is standard throughout any MY. They are a very tight fit, hence my warning. Don't use superglue either. You never get those plugs out again. If you must glue, use some marine goop. Then , if you must, you should be able to remove the plugs.
