Those down tubes are actually part of the internal cage of the Jeep and is quite functional. I think the hardtop just goes around the front part of the cage so you can't see the rest of it.

I deleted my post before I saw your response. As it was pictured, rearward bracing without any tie-in to one another would yield zippo.
