I have been in telephony since 1978 and would fire anyone that cut cables like that and left that mess. If you can't trace a small cable, you haven't installed it correctly. If you need that many cable pairs, you install feeder or tie cables.
Even at GTE (Glue Tape & Excuses) I never saw anything that bad.

I don't know what the significance are for the 2 and the 6. Each point (1 through 6) represented something though. Find out what 2 and 6 are and you might find more information than you want to know about what occurred there.
