how do you lose ownership of a dog? state taking them away? or previous adoption agency or something?

My sister's dogs are very lucky. They get the run of the majority of 80 acres. When supervised, at least. During the day, they just have the "back yard" of the house. It is about 1-1/2 acres; all fenced in .

that's awesome. with the leash laws here.. i have an open common area behind my house.. which is great.. but people freak out if dogs are running around etc. If I have a fenced in yard great.. but until then.. big dog in a small house is just cruel.
