BTW... "Modified" refers to any vehicle that has altered its suspension geometry. So it could be lowered vehicles, too. My S is, however, within the normal limits so it doesn't need a modified inspection.

WV does it the same way as VA; the inspection stations are privately owned and operated shops that have a state employee on staff that does the inspections. Almost every gas station will offer state inspection services. It is the modified bit that is rare...
It isn't like MD, DC and NJ (and probably others) that has a state run facility where you get your car inspected.
