That's just how the agency I work for works.
22 days annual (that carry over up to 50 days) - currently at about 31 days
3 days personal (don't carry over) - currently at 2 days
15 days sick (that carry over up to 50 days) - currently at about 25 days

I got about the same at Legg, but they didn't carry over. Though lots of companies are cutting back on giving vacation back to the standard 2 weeks and 1 week of personal/sick.

i get 2 weeks a year, no carry over.
