So I called WSSC about this inspection and they said their window is 7:30am to 2pm WTF I am supposed to sit around all day and wait for whenever is nice for them to come and say yup its not leaking. Why did I not find out about this until now.

Who were the folks that told you that you "had to" get it inspected? Any chance they would have reported you?
Your odds on getting caught on a range swap are about 50 kajilion to 1.

Your first mistake was calling WSSC.

I wonder what will they do if I don't get it inspected. Fine me?

I can see why they would do this... It is a supply issue. Different ranges have different supply requirements. It is possible that you could over or under load your supply and create a hazard. Not very likely since you are just doing a strait swap. But possible.
I'm afraid you have to play the game.
