3) No. Neither Paul Walker nor Vin Diesel will be back.

Truthfully, I think this movie should contain Vin Diesel and then when the fourth installment comes out, they bring Vin and Paul back together, that way all four movies creates a series instead of just random events.

The second and third and any subsequent spin-offs are not about making quality movies, people. It's about cashing in on the first one. Relatively speaking, it was a great(unexpected) commercial success. Companies were killing one another to get their products placed in the second one.
While a couple of technical issues were addressed in the second one, it is still a movie. BTW, Janet and I watched F&F last night.
