Default need help identifying a part

can anybody tell me what is the part that is circled in red? mines seems to be slipping out of the rubber housing in the middle. i can see the teeth/rivets. is this normal?

i think thats part of the steering column its supposed to have splines on it.
i think its #3 on the illustration:

haha nah thats not my car. i was searching for clear pics of the part to show u guys and thats as clear as it gets since theres no engine

ill take a pic of mines today.
