For hondas, its easy to pass suspension. Hondas have been on the softer side, well atleast for s2000s.

Wheels and tires are no longer items but not too sure how they view camber and all that. You will need to provide an alignment sheet with ur wheels "in spec" in order to get recon as well. So if ur wheel set up cant pass an alignment test, then you wont pass recon.

Others will probably chime in as well

Good luck!

just did my recon about a month ago. im running 17x9 +60 with 255's. i had the same problem you are asking about the top was in but the bottom of the tire was out. they did not care about that. they did fail me the first time for my car being to low. just make sure your headlights are 22 inches off the ground. and your plates are at least 12 inches off the ground. you must have a current alignment as well for suspension mods.

Plates doesn't have to be 12" high but as long as it secure tight in the front from what I heard last on forumshawaii.net

For tires it’s always good to go with your current tire set up as it will be documented on the recon paper, so when you get pulled over or go saftey everything will be legit and they cannot revoke it. Also the tires thread must be within the fenders, it’s okay if the sidewall sticks out a little all that that matter is the tire thread is not sticking out. Last just make sure the middle of your headlights is at minimum of 22inches or higher and to make sure you can pass the "so called bounce test" (2 inch of suspension travel) lol. Bogus requirement as most new car are stiff as hell, got lucky and still passed the test with one inch of travel got a lax inspector good luck

if you bring in a box of manapua, they don't care about anything.

got recon for the e monday and i didn't even get the infamous bounce test. inspector actually just did a walk around and measures nothing
i just talked story with him about how the e is used for transporting my mom and daughter.
the reason for lowering it was to assist my mom in getting in and out because she's really short (actually the truth).

one of his co-workers came out and offered to buy my e on the spot that was very entertaining told him after my 2nd kid
he gave me his number and told me to call him when i was ready

ultimately, depends who you get. just be sure to include all mods on the paperwork. be honest, don't hide anything.
worst thing that can happen is you fail and you have to come back. gl!

they looked at how low my plats were. The inspector was like thats close... because it was at 12.5 inches. For the 22 inches for head/tail lights they go by the high beams in the front. There is alittle crosshair alignment mark, thats what has to be 22 inch's off the ground. i took the preload and lowered the damping rate for my coils to pass the travel test but they never did it. One of the inspectors there said he has always loved S2's but never got the chance to own one. The height of my headlights is reflected on my recon paper work. so i put them right to 22 inches so when i lowered back down alittle it would not be as noticeable.

yes, the shop will know. mention to them it's for recon and they will provide alignment papers.
remember papers must be within 30 days of recon appointment. depending on the shop, it may cost more as well.
