The slight pulsing of the light in the beginning is an artifact of the camera and isn't visible with the naked eye. Initially, only the outer ring of LEDs is lit. Once the brake pedal is pressed a few seconds into the video, the LEDs turn bright and contract inwards. After the pedal has been held for several seconds, the pulsing animation begins.
