License plates are registered to specific vehicles, so, in these cases, the plate and the car won't match -- unless the perps are quite creative and have access to a range of vehicles.

And, if they don't match, then the victim has a solid defense on top of any alibis.

But, more generally, this shows the fundamental weakness of this picture technology. Last I heard, the tickets-by-mail are not really enforceable anyway -- they're carefully worded to avoid legal issues and amount to no more than a (strongly stated) request for a donation to the community coffers.

In Washington, if you go to court and testify that you were not driving, the ticket is dropped.

These cameras are nothing more than another way to pump revenue into city coffers. The systems are generally installed and run by private companies who get a cut of the citation revenue. Everybody has every incentive to cheat, whether it is shortening the duration of the yellow lights on red-light cameras or miscalibrating speed detection systems.

What's worse, several past studies have shown that these systems actually increase the accident rate in intersections where they are installed. Rear-end accidents increase while there is no demonstrated reduction in side-impact accidents. I can't site the exact studies as I read about them in various automotive journals but I am inclined to believe their results are pretty accurate.

Guilty until proven inocent. I know its only a ticket, but given the fines handed out in many jurisdictions these days and the impact on insurance rates, this is no longer a trivial matter. I believe wise traffic enforcement is a desirable means to safer highway travel. But far too often it is all about revenue and has little to do with traffic safety.
