Your best bet to increase top end is a VAFC.
Unicron is right. We run really rich at the top. Changing the F/A ratio and lean it out a bit will offer good gains. Don't go too lean tho or you'll go BOOM BOOM instead of ZOOM ZOOM.
Also you can't accuratly measure CAI gain on a dyno unless you are in a wind tunnel as well. That silly fan doesn't come close to simulating the wind blowing on the front of your car at 100+ MPH.
Peak in 4th is about 115MPH so unless you are blown over by the fan it just ain't the same. Yes a 115MPH breeze will make a difference especially if you have you fake duct cut out. So you'll never truely know what the REAL HP gains are unless you are at speed (or the wind is). It can provide a good baseline to compare CAIs tho since the condition is the same.

Honestly, people put too much weight on high RPM numbers.
I don't know about you, but when I reach 8500rpm, I reach for the gear knob and the clutch, meaning any power generated there, is wasted.
I find when I go hard, most time is spent between 6000rpm and 8500rpm. That's where I want most my power.
