haha..

I agree that it's pricey, even with the low miles. Mods rarely add much to the price of a car. I would expect to pay about 17.5 for that car in stock form so youre paying a lot for the mods

If you were looking to buy a stock S2k with the intention of modding it like the car in question, it is a good deal.

In the automotive market, if the car has aftermarket parts the value actually decreases. Unless its one of a kind or vintage cars then that is a whole new market. Like some people are saying, its high in price. Im sure you could talk to the guy and see why he thinks thats the price it is worth. I bet hes on here somewhere?

That is a very broad statement. Value is based solely on demand, and demand for a car like that isn't very high. Now having said that, if the seller finds a person that wants those mods, they should be able to get a premium above typical stock value (maybe 22000 give or take).
