It's only mods that violate emission control standards. Looks like they are saying it's already existing law. So, one should be okay with upgrading to racing brake pads after all...and suspension/tires upgrades. The "clarification" response may only be the beginning of stricter enforcement of emissions controls, typically left to the States in the past.
