I know some people have access to a garage or lift, but for those that don't. Never been to the place, just saw this on another web site. But from what I read, it seems to be a pretty decent place to work on your vehicle.

are all these included/readily available for use if you rent out/use a bay?

Transmission Jacks
Engine Hoist

Solvent Tank
Hydraulic Press
Air & Power At All Bays
Work Benches With Vice
Oil Disposal & Oil Waste Containers
Creeper Carts With Jack Stands

A Variety Of Specialty Tools

That is interesting. All charges are hourly so there is a potential to rack up a lot of charges if repairs take longer than expected. It looks like a really nice shop. Tire machines and balancers are cool.

Don't really know, but I would believe so, unless some of those are considered "specialty" tools. Then there is an addition charge per hour.

IIRC - the hobby shops on base also charge a bay fee per hour - and certain tools etc extra.

Base hobby shops are also alot cheaper. But not many civilians can use the Base shops.
