How to unboot a car?
hmm well homer simpson suggests you use a jack-hammer. but this only rips up the fender wall enough so you can drive with the boot still on 
seriously though, what exactly are you asking us? how to illegally get that boot of your car? i'd imagine anyway to get it off would damage your car and be more expensive then just paying the tickets, well unless you have a lot of tickets!

Sorry to hear bout this man.
I don't know about MD but in DC, this is what you'll need to do. You have 24 hours to visit the Unboot DMV (this is a seperate DMV that only handles all booting and unbooting related issues). Coincidently there is no metro stops near this DMV. Does this make any sense to anyone else??? Well once there you pay or settle all outstanding issues then they release your car within 4 hours.
It is important to get there before 24 hours or they will tow your car. Once towed you'll now have additional charges (towing, storage, etc.) to deal with.
Dude I hope this helps and again keep in mind that this pertains to DC area. Please check with the MD DMV as soon as possible to get accurate info.
