MD Emissions
I had a very similar experience in my old civic when I had to have it inspected. It was turbocharged and some of the intercooler piping sat below the rad support. I told the emissions guys to spot me and let me put it on the rollers myself (it was lowered alot as well). They waved me off as I got close to the rollers and told me to pull around to the office where they gave me a certificate that it passed

Ya MD Emissions is very tight. THey check everything. When i was in maryland and went to test my old car (integra) I saw Honda Odysees failing, and they were almost new! I was like hmmm, honda has some of the lowest emmissions cars out there whats the deal lol.
No problems...went first thing Monday morning and there were no other cars at all. Just a bunch of techs standing around waiting outside.
The guy actually found my OBD...plugged me in, I passed, and that was that.
It pays to get there when they open.
