Even though my phone # had been provided multiple times before, and it was also visible 1 email down in the email trail, I responded with it again less than 20 min later.
Still No call
So, I just filed a dispute with PayPal saying he has 24 hours to refund my money or I will escalate it to a formal claim. I tried to open a dispute with eBay, but since I paid with PayPal it directs me back to PayPal and tells me to file a dispute with them.
So, hopefully he's smart and just refunds my money
Although, I have a feeling he won't be 
So if he doesn't refund my money, do I escalate it to a claim and wait for PayPal to say they can't do anything and then call my CC company?
Or, do I escalate it to a claim and then call my CC company without waiting?
Just trying not to screw up the process at all.

eBay and PayPal are the same company now, so I guess eBay may have changed their complaint policy to just go through PayPal for monetary disputes.
There's a difference between using PayPal to pay someone without using eBay, and using PayPal to pay someone for an eBay auction. You have more protection when using Paypal to pay someone for an eBay auction. Dylan is right, when you Paypal someone and its not for an eBay auction, if you don't pay extra for the guaranteed refund you may not see your money again. Because you're going through eBay, there's usually a guaranteed amount of money you can get back.
If you ever look at an eBay auction, it will say towards the top on the right hand side:

The main thing that's going in my favor is that I don't think the seller ever sent the pads. Therefore, there's no tracking number, which is what PayPal is going to want.

What does that mean? You "authorize" a charge the moment you use the credit card to make the purchase. The merchant receives the money within 30 days from the processor. The CC owner still has the right to a chargeback, and a successful appeal on a chargeback will see the money returned to the CC owner by way of the CC company, even if money is not immediately taken back from the merchant.
What I mean is lets say you charge something right now and you call us and say stop that charge we can't do that. You must wait for it to go through then we will dispute it, or we will monitor the charge the see if it is fradulant or not. Charges under 25.00 maybe automatically given as an oploss to the cardmember. Anything over will be transfered to the dispute resolution. But don't stress you'll get your money back.
