Question about state inspections

Quick question...

Does anyone know of any shops in the Hampton Roads area
that can do a PA state inspection?

Inspections for a given state can only be done within that given state. Even if they could tell you what PA expects and you pass that inspection, VA inspectors will not have any PA stickers to issue you anyways.

How often do you travel to PA?

If your PA State Inspection is like that of Virginia, a sticker in your windshield... just scrape it. I am pretty certain that there are not too many members of our police department who know of the PA process.
