It is nothing to do with water at all.

Things do attatch or go into it. Each hole is about 1mm wide.

It's used to check circuits on. The legs/pins go into the holes and there's metal tracks under the board to allow electricity to pass through. Usually used before printing a PCB.

Fond memories of Uni using one of these!
