When Bush was first elected he had the majority in both houses.
Did he go to over to congress to personally lobby the minority party for support and to hear their ideas or did he declare "I have a mandate" and ram legislation through?

Actually, he called for bipartisanship and held meetings with democratic leaders, but they were not public events and they did not include all the members of the minority party. Often minority members would complain about what the Bush administration was doing,and the White house would respond that the democratic leadership in the house had been briefed and consulted. It raised more of a question about the democrats consulting among themselves.

This certainly changed over the years, until the economic down turn when the administration again consulted with what was now the majority democratic leadership in congress.
