I am sure it does. Canadian laws prohibit the use of radar detectors and if you have one, the RCMP are authorized to seize it and destroy it. Those mounties are tough like state troupers in the US. I am sure they would at least invite you to leave and never come back, until your car is not jacked for street racing. Then again, what parts are they talking about? Shocks?Turbo's?NOS?. So many parts could be considered if you are souping up your car.

are 18 inch wheels racing equipment?
a loud exhaust. nitrous injection? chin spoiler? where do you draw the line?
if two cars are traveling at a high rate of speed, are they racing or just going to the same place.
