It's a throwback to days gone by. MA had a Governor named Foster Furcolo once upon a time. Any plate you see that begins with F followed by 4 or less digits came from his office. Other govs had their own issue of plates.

Not anymore, but back in the day a really low number plate would get you out of parking tickets, moving violations, and a ride home instead of a DUI.

Now the only way to get "special" plates is through a lottery system. Dukakis put and end to the handing out of low numbers, but some still sneak through the system.
