Default NM 90 Octane?

do most of the gas stations up in Albuquerque sell 90 octane as premium fuel? pretty much all the stations here carry 90 octane and no 91 octane. what's the deal?

i fill up on base; it has 91 octane and the only other place in town is the shell station (that i've found)

oh, and to add to it, some of the gas stations that sell 90 octane sell it for the same price as the 91 octane at the shell...

i also saw 90 octane while driving through texas when moving to NM (this was for the wrx), and had to stop at about three stations before finding one that sold 91 octane... just confuses the heck out of me!
