Blue Moon for Halloween.
Not only is this Halloween under a full moon. But
it'll be under a Blue Moon. Since the moon cycles
every 28.5 days while our months range from 28-31
days, we'll occasionally get a month with a full moon
at the beginning and at the end. It's rare- happens
once every 32 months or as we all say "Once in a Blue
Moon."
A Blue Moon on Halloween is even more rare. I didn't
do the math, but one source says don't expect to see
another one until 2020.

I prefer a new moon for gazing. It's neat that it is a blue moon on Halloween but it would be spookier (is that a word?) if it were new. I wonder, when was the last time a new moon and Hallow's Eve met?
Well to be anal and technically correct the moon is not full until 12:41AM EST (or 00:41) November 1st. So it is neither a blue moon nor a full moon on October 31st for us in the eastern time zone.
But it will still be full enough to howl at.

Astronomical full moon is 12:41 EST. It is full for all time zones at that time. We're all looking at the same moon. However, tonight we're looking at a very near full and blue moon -- a rarity.
New moon or moon behind the horizon is best for telescope observation of deep sky objects (nebulae, galaxies, star clusters, double stars, etc.). A full moon really washes out the sky. It doesn't make much difference for planetary observation.
The Raptor's Big Scope (8" Meade LX200 with advanced software, Atomic Clock hookup, GPS, direct 18V power, and 31mm Nagler Type 5 eyepiece) is getting antsy for a star party.
