Actually, I'm working on this problem right now.
I bought this stuff at the pharmacy. It's made from peppers so it burns the mouth.
I'm going to beat this thing. It's tough after so long. I don't even realize I'm doing it most of the time.

I got Schatten started on the nail file because it worked for me. Basically, I started feeling really self conscious... people DO look at you when you bite your nails, so not only do your hands look bad, you look foolish too. While my main motivation was to make my hands look better, I didn't want to drive off potential dates by chewing my hands either! I quit 12 years ago, though now since I recently got rid of acrylic nails and my natural nails are weak and very prone to breakage until they grow out again, I catch myself at it every so often.
I used (and still have) a very bad habit of biting my nails. In fact, my two reasons are the same reasons that you gave.....either due to nervousness and stress, or to the persisting urge to knaw at them when I see a roughed up nail edge.
I kicked the habit my senior year of high school due to a bet from my mom saying that I couldn't grow one of my nails longer than 1/2". I ended up growing my thumb and my pinky nails to that length and longer. In fact, my new infatuation had become growing my thumb nails.
I did that for about a year and a half. For some reason or another, I headed back to biting my nails. To this day I'm still doing it.....
There have been plenty of solutions I've been recently looking for solutions again. Here's one my mom offered:
Take tumeric (tameric) powder....it's mustard seed powder and should be yellow or orange in color. Take a bit of that powder and mix it with either small amounts of milk or water. Soak your fingers in it for about 2-3 minutes and then wipe dry. If you bite your nails now, your taste buds should be met with a nice bitter taste. BTW, this is how my mom got me to stop sucking my thumb when I was much younger....which is another thing I used to have a big problem with.
