Default Any web-based Chinese conversion tools?

I want to convert a web page from simplified Chinese (GB encoding) to traditional Chinese (Big5 encoding). Does anyone know of any web-based converters that will do this automatically? All I want is an encoding conversion only, and not a translation. There are "translation" tools that will translate from English to Chinese (either simplified or traditional), but I do not know of any Chinese-to-Chinese converter. WorldLingo would let you select the input/output languages, but if you choose simplified Chinese as input and traditional Chinese as output, you get an error message that it is not a valid pair. Please post if you know of such a tool. Something that is simple to use like Babel-fish would be great. Thanks.
