Indoor / Outdoor
Do you need pan/tilt/zoom
Live view or record
Do you want to record digital or on tape
Do you want to be able to remotely access your camera to see what is going on
If you want to tape how long do you want to keep records - length of recording session.

Outdoor: don't need it to pan zoom : Record : record to VCR would be good enough

Since it isn't a commercial application. I doubt you want your friend to spend thousands. I would recommend that he visits bj's or costco or sams club and picks up a system there. Should be around $200 and all he has to do is place the cameras in the windows (obsured from view). Long duration recorders are another thing altogether. I can get them from ADI or King alarm but I don't know where non commerical people could pick them up. If he thinks the guy is breaking into his house he can place some clear scotch tape from the door to the door frame. If the doors been opened the tape will tell the story. Sounds to me he should actually get an alarm and trip the vcr to record when the alarm goes off to prove his neighbor is breaking in. That guy will end up spending some time in prison. =)
