I hope it never comes to this. Sometimes exceeding the speed limit by a margin of 5-10 mph is absolutely necessary to avoid accidents.

They're probably talking more like 25-30 mph over the limit, because you're right - there are times and valid reasons to be speeding 5-10 mph over the limit.

traditionally the UK has been more eager to limit the freedoms of it's citizens than the US. The UK has had cameras EVERYWHERE, in big cities at least, for what, at least 15 years now? And the US is just beginning to implement such things, largely within the past 5 years... make no mistake, we may not be as quick to bring stuff like this to the table, but ideas like this will make their way to the US... just give it 5 to 10 years.
