This blows my f'ing mind
So I was reading the front page of Wikipedia and clicked a link about some mass stabbing in a busy district in Japan. Naturally, this lead me to several different other articles related to that one that my morbid curiosity directed me to click.
I stumbled on this gem about a 42 year old sick f*ck:
"Kobayashi was born in 1968, in Sumiyoshi-ku, Osaka. Because his family was poor, he had worked as a paperboy since his childhood. His mother died in 1978. In 1989, he was convicted of sexually assaulting eight children.[2] He was sentenced to a suspended sentence of 2 years imprisonment. In October 1991, he attempted to kill a five year old girl and was sentenced to 3 years in prison. He was paroled on November 9, 1995 and officially released on July 23, 1996."
And guess what, he winds up sexually assaulting and murdering a 7 year old girl in 2004.
But the really f'd up thing is, how in the name of Zeus's great butthole did he wind up with such lenient sentences for his two previous attrocious crimes?!?!?!?!??!?!!!

I hear the same stories about serial offenders in the US. Just last week a guy with 3 prior drunk driving convictions killed a 15 year old girl because he was driving drunk...again.

Yeah, Japan is weird, that's just a given. But it's going to take more than one single case to prove the point. And I'm sure you could find a case when a person received a far harsher sentence for a far lesser crime. In truth, justice is not the same everywhere. In some countries they stone people for what is merely a social discomfort issue in the USA. And they probably are just as outraged.
I wish they gave the same punishments to child molestors that the middle east offenders recieve... maybe it has been done away with but I work with a middle eastern woman and she says they cut it off if you are a convicted rapist.
That entirely depends on the community. It's not unheard of for the raped woman to be killed instead.
You also need to look at what the definition of rape is in each region. Referring to the Japanese guy, his sentencing is wholly dependent on their statutes. It is very hard to look at a civilization from the outside-in, using our knowledge of our laws, and judge him. But legalese aside, that is really F'd up. It does not take a scholar to know that he is gonna go rape and kill some other kids... It is sad.
