There is one parked at my work's parking garage everyday and I notice that the side view mirrors and always folded back. I was wondering if this is an automatic feature or is this guy folding them back himself. If this is an automatic thing, that is pretty darn cool.

Not sure. I know the Escalades have had that for a couple of years and some GMC trucks have that now as well.

i dont think its available on US spec e39 (i could be wrong, maybe on the 540) but im sure u can get one from another country and get it installed.... cool feature

The E39 M5's had that as a standard feature. Even on US models.

Not sure about the 5 series, but the E38 7 series has a button right next to the mirror adjustment that folds them in.

it is not US spec. You can get them from Germany.
They are auto fold up.
The guy at your garage must have the autofold cuz i can't imagine someone folding mirrors everyday.
